East Providence man among those arrested by State Police on heroin charges

NORTH SCITUATE — An East Providence man was among 14 arrested by the Rhode Island State Police for various heroin related possession and distribution charges, it was announced through a press release Friday morning, June 5.

During this month-long initiative, the Rhode Island State Police High Intensity Drug Trafficking Area (HIDTA) Task Force targeted heroin distributors through the use of undercover Rhode Island State Police Detectives. This investigation specifically targeted those individuals involved in the sale and distribution of heroin in the greater Providence area.

Malcom Moniz, 27, of 82 Apulia St., was charged with one count Controlled Substance (Heroin) Conspiracy, and One (1) Count Larceny Under $1500. A $5,000 with surety bail was set.

Over the course of this investigation, several hundred grams of heroin were seized. A majority of the heroin seized has tested positive for the presence of fentanyl by the Rhode Island Department of Health. Fentanyl is a potent synthetic opioid analgesic that is approximately 80 to 100 times more potent than heroin. Fentanyl is responsible for numerous heroin overdoses that have been plaguing Rhode Island.

The following individuals arrested and charged in this investigation were arraigned at Sixth District Court, Garrahy Judicial Complex, One Dorrance Plaza, Providence, Rhode Island before the Honorable Magistrate Joseph P. Ippolito, Jr.
Veanna Ayala, age 26, of 126 Sumner Avenue #12, Central Falls, Rhode Island, for two (2) Counts Delivery of a Controlled Substance (Heroin) to a Police Officer, and One (1) Count Controlled Substance Conspiracy. Held without bail.

Manny Stedford, age 31, of 126 Sumner Avenue #12, Central Falls, Rhode Island, for One (1) Count Controlled Substance (Heroin) Conspiracy; $5,000 with surety bail.

Elvis T. Varela, age 21, of 876 Lonsdale Avenue 1st Floor, Central Falls, Rhode Island, for One (1) Count Controlled Substance (Heroin) Conspiracy. $5,000 surety bail.

Reinaldo Gallegos, age 38, of 84 Cowden Street Central Falls, Rhode Island, for Two (2) Counts Delivery of a Controlled Substance (Heroin) to a Police Officer. Held without bail.

Justin McPeake, age 31, of 324 Cowden Street Central Falls, Rhode Island, for One (1) Count Delivery of a controlled substance (heroin) to a Police Officer. $25,000 with surety bail.

Hector Viruet, age 31, of 76 Opper Street Providence, Rhode Island, for One (1) Count Possession with Intent to Deliver Schedule I/II (Heroin). $10,000 with surety bail.

Michael Trombley, age 24, of 70 Memorial Drive Pawtucket, Rhode Island, for One (1) Count Delivery of a Controlled Substance (Heroin) to a Police Officer. Held without bail.

Adrith Oyola, age 31, of 126 Sumner Avenue 1st Floor Central Falls, Rhode Island, for One (1) Count Possession with Intent to Deliver Schedule I/II (Heroin). $25,000 with surety bail.

Ebby Garcia, age 48, of 2 Richardson Street Central Falls, Rhode Island, for One (1) Count Possession with Intent to Deliver Schedule I/II (Heroin). $25,000 surety bail, 90 days to serve as a District Court violator.

Angel Grajales, age 20, of 170 Arnold Street Woonsocket, Rhode Island, for One (1) Count Possession with Intent to Deliver Schedule I/II (Heroin), and One (1) Count Possession 1 oz to 1 kilo Schedule I/II (Heroin). Held without bail.

Shaquil Grajales, age 19, of 170 Arnold Street Woonsocket, Rhode Island for One (1) Count Possession with Intent to Deliver Schedule I/II (Heroin), and One (1) Count Possession 1 oz to 1 kilo Schedule I/II (Heroin), and One (1) Count Possession with Intent to Deliver Schedule I/II (Crack Cocaine). Held without bail.

Kristie Aceveto, age 29, of 105 Perry Street Central Falls, Rhode Island, for One (1) Count Possession with Intent to Deliver Schedule I/II (Crack Cocaine). $10,000 with surety bail.
Jessica Sarty, age 35, of 146 Earle Street Central Falls, Rhode Island, for One (1) Count Delivery of a Controlled Substance (Heroin) to a Police Officer. $20,000 with surety bail.

Every person violating the provisions of the Rhode Island General Laws 21-28-4.01, specifically Manufacture/Delivery/Possession with Intent to Deliver Heroin, is guilty of a crime, and upon conviction may be imprisoned for life, and/or fined not more than one hundred thousand dollars ($100,000) or less than three thousand dollars ($3,000) or both.
